Call for unified civil protection in Belarus

BelTA) – A draft law on civil protection was reviewed at a session of the expert council under the Council of the Republic of the National Assembly of Belarus, BelTA has learned.
Ivan Polevoda, Head of the Civil Protection University of the Emergencies Ministry, said that the bill had been drafted due to the current situation in the world and the need to take another close look at the problems that arise in emergency response and in protecting citizens both in peacetime and wartime. “Today we have reached the stage when we need to say that civil protection systems for peacetime and wartime emergencies need to be merged. This will optimize spending on these systems, allow us to respond more flexibly to emerging threats, and enhance the safety of our citizens,” Ivan Polevoda noted.
The drafting of the bill was preceded by fairly extensive scientific substantiation. All the necessary aspects and matters arising at various territorial levels were studied. All of it allowed making the bill as practically oriented as possible.
Among the main innovations Ivan Polevoda highlighted the introduction of a unified civil protection system. An institution of civil protection chiefs is also being established. “The status of civil protection chief in peacetime and wartime is assigned to the prime minister. A territorial structure of the system is also being created,” the head of the Civil Protection University of the Emergencies Ministry noted. Apart from that, the bill stipulates that the organization and oversight of the implementation of civil protection tasks are entrusted to permanent bodies: at the national level to the Emergencies Ministry, to a structural unit or an appointed employee in republican government bodies and other organizations subordinate to the Council of Ministers.
Participants of the session also reviewed the draft law on amending laws on matters concerning the digital Belarusian ruble. The bill stipulates that the digital Belarusian ruble is a new (additional) form of non-cash money which, unlike the existing form, is recorded not in bank accounts but in digital accounts at the National Bank.
