First in Belarus: crypto banks register in Hi-Tech Park

MINSK ( BelTA) – Two residents have been registered in the Hi-Tech Park (HTP) with crypto bank status. The decision was taken following the HTP Supervisory Board meeting, held in the government under the chairmanship of Prime Minister Aleksandr Turchin on 28 September, BelTA has learned.

Issues concerning the further development of the Belarusian crypto sector were considered at the meeting of the Supervisory Board. “For more than six months, active legislative work has been underway to implement the head of state’s decree on the activities of crypto banks, which came into force in July 2026. A whole series of government resolutions and legal acts of the National Bank and the Supervisory Board of the Hi-Tech Park were adopted. The necessary organizational measures have been implemented to bring to life the ideas laid down in the head of state’s decree. And today, the result of all the work carried out is the prepared decisions on the registration in the Park of the first two crypto banks in the country’s history,” the prime minister said.

Head of the Secretariat of the Supervisory Board of the Hi-Tech Park Anna Ryabova called today’s event a landmark one. “Two crypto banks in the country are beginning their journey. First they appear as HTP residents, and then they undergo the relevant accreditation at the National Bank,” Anna Ryabova said.

As First Deputy Head of the Secretariat of the Supervisory Board of the Park Dmitry Kalechits told the media, the HTP and the National Bank have settled the main aspects of a crypto bank’s activity - from requirements to the operations carried out and reporting issues.

“This is a very positive evolutionary step that will help bring traditional finance and the crypto sector closer together,” Dmitry Kalechits emphasized. “A great deal of work has been done by the organizations that applied as candidates to become a crypto bank. Professional teams and IT architecture have been formed, and technical and legal audits have been passed. The organizations now planning to become crypto banks are well-known players both in the Park and on the crypto market, and have fairly good practical experience in the crypto sector.”

The first deputy head of the Secretariat of the Supervisory Board of the HTP drew attention to the dual regulation – on the part of the HTP and the National Bank. “We believe that this will undoubtedly have a favorable impact on improving the ecosystem of financial flows, increasing the technological sophistication of this business, boosting trust in financial institutions, as well as attracting investment and increasing incomes in our country,” Dmitry Kalechits added.

The second stage is inclusion in the National Bank’s register of crypto banks.

According to Dmitry Kalechits, the goal of developing the crypto sector is to combine classic banking operations with operations involving cryptocurrency. Integration of various segments of the financial market is taking place in the world. The decisions being taken should serve to improve the efficiency of the financial market functioning, diversify various kinds of financial instruments, and enhance the possibilities for protecting savings and the diversity of financial operations that users of financial services can obtain.
